Specialized time-interval counters have been developed with resolutions on the order of picoseconds. With this degree of precision, several other methods of determining the frequency of a high-precision source are available. In each case, the measurement is a comparison against a known frequency-reference source. In each case, the degree of precision is governed by the signal with the greatest amount of noise, or instability.
